Training Policy General Provisions

The District of Columbia’s Homeland Security and Emergency Management Agency’s (HSEMA) is housed in a secure facility. Further, the subject matter of agency course offerings is specialized and/or of a sensitive nature. Accordingly, HSEMA Training and Exercises Bureau reserve the right to accept or deny an individual’s registration for courses.

Persons not registered for a course will not be admitted into HSEMA's secure facility.
- Cancellations must be received no less than 10 business days prior to the start of the training course and submitted in writing to [email protected]. Include the title and date of the training course in the subject line of the email.
- In the event of an unanticipated emergency, preventing a person from attending training, contact [email protected] to advise us of the absence. For purposes of this policy, an "unanticipated emergency" is defined as a personal illness/injury, an immediate family member's illness/injury, transportation issues, or other unforeseen personal situation requiring immediate attention.
- Student substitutions cannot be made without prior consent from HSEMA.
- For all DC Government employees, HSEMA will notify supervisors of course registration, the course date/time, and the employee's course attendance status.
- Non-DC Government employees, HSEMA will notify the student of course registration, the course date/time, and the employee’s course attendance status.
- After two no shows within a 12-month period; HSEMA reserves the right to deny future training course registration for six months.
- In the event of severe weather; all courses will follow District of Columbia Government operating status. In the situation that the District of Columbia government is closed or has a delayed arrival, students will also receive an email from HSEMA with further information. Students can sign up for AlertDC for automatic notifications: https://hsema.dc.gov/page/alertdc.
- HSEMA reserves the right to cancel or change the delivery date and/or times at any time, including but not limited to low course registration (below 70% of capacity or less than 10 students); classroom, equipment, or instructor availability.
- Notification will be provided within 10 business days of the start of the training course, whenever possible.
- Students must be on time for training courses, sign the official training course roster, and attend 75% over the duration of the training course in order to receive credit.
- Some training courses require students to pass an exam with a specific score; students who do not satisfy course requirements will not receive credit for participating.
- HSEMA is not liable for damages of any kind resulting from errors or omission in the training materials or shall be liable for any damages resulting from the use of the training materials or other information conveyed at a sponsored training course.
- In the event that an employee registers for training, HSEMA shall notify the employee's supervisor(s) of the course registration, the course date/time, and the employee's course attendance.
- Prior to registering for any course, employees must make arrangements with their supervisor(s) to temporarily adjust their work schedule as necessary to allow for full participation in training.
- Consistent with Article 21, Section C of the Collective Bargaining Agreement (CBA), employees must provide their supervisors of the training date(s) at least 14 days in advance.

- Consistent with Article 2, Section A of the CBA, HSEMA may deny an employee's request to attend training if the request adversely affects the Agency's ability to maintain the efficiency of the District government operations entrusted to it.
- Employees who sign up for any training are expected to attend from beginning to end. HSEMA will notify the supervisor of any employee who fails to attend or partially attends training. An employee is defined as a “no show” if he/she fails to notify HSEMA within 60 minutes of the start of the training course.
- In the event of an unanticipated emergency, preventing an employee from attending training, the employee or the employee’s supervisor must contact [email protected] to advise of the absence. For purposes of this policy, an "unanticipated emergency" is defined as a personal illness/injury, an immediate family member's illness/injury, transportation issues, or other unforeseen personal situation requiring the employee’s immediate attention.
- Any employee who fails to attend mandatory training due to an unpredictable work related situation or extremely heavy workload, which could not be predicted by the supervisor, must provide written documentation, from his or her supervisor, and submit to [email protected].
