Details: The District of Columbia Government will keep the Hypothermia Alert on until 4PM, then the Cold Emergency Plan will activate for Sunday, January 20, 2019. According to the National Weather Service (NWS), the current temperature is 43 degrees with a wind chill of 38 degrees. Today&#39;s forecast is rain before 9AM. Cloudy, then breezy, with sustained winds up to 25 mph, gusting up to 48 mph. Tonight, blustery, with a wind chill value of -8 degrees. The District activates the Cold Emergency Plan when the temperature and wind chill drop to 15&#176; F or when the temperature, with wind chill, is 20&#176; F and there is an accompanying meteorological event such as rain or snow.
