Details: The Cold Weather Emergency Alert was activated at 4:00 pm today. The District of Columbia will now activate the Cold Emergency Plan. According to the National Weather Service (NWS), the current temperature is 33 degrees with a wind chill of 21 degrees. Tonight&#39;s forecast partly cloudy, with a low around 14. Wind chill values as low as -3. The District activates the Cold Emergency Plan when the temperature and wind chill drop to 15&#176; F or when the temperature, with wind chill, is 20&#176; F and there is an accompanying meteorological event such as rain or snow.
